JOB SUMMARY
The Attending Physician VIII of the Tuberculosis (TB) Prevention and Control Program serves as a member of the leadership team of the TB Program suburban Cook County. Under the primary direction of the Cook County Department of Public Health (CCDPH), provides clinical services for patients under the care of the CCDPH TB program. Works in conjunction with other members of the TB care team to coordinate epidemiologic, public health education and any other public health functions. Serves as the liaison to the local medical community, participating in conferences and speaking to groups of physicians and infection control personnel. Participates, in conjunction with the TB team in the review of TB cases in the County to assure that proper treatment has been administered, that patients are responding appropriately to their regimen, and that appropriate interventions have been initiated. Helps oversee the Direct Observed Therapy (DOT) program and aids when requested in contact investigations including those involving institutional settings. Also, participates in the team decision making process regarding the appropriate application of legal means to compel compliance with treatment, impose isolation, and restrict travel on public transportation such as commercial aircraft.
This position is exempt from Career Service under the CCH Personnel Rules.
Typical Duties
Clinical Practice
* Serves as an attending physician, chief decision maker and primary consultant to other clinicians and ancillary personnel in the TB program for the management of routine and complex TB cases.
* Provides direct patient care to patients within CCDPH and Cook County Health (CCH) as assigned.
* Refers clients as needed for other clinical or social services.
Coordinate Clinical Activities
* Oversees all medical aspects of the control and prevention of TB in suburban Cook County.
* Provides medical and administrative direction for the conduct of TB case finding, diagnosis, treatment, evaluation of contacts, and case management.
* Assess and interprets TB surveillance data and implements necessary evidence-based interventions.
Administrative Duties
* Applies established principles for TB prevention and control using activities and resources that include screening, referral, patient evaluation, supportive and rehabilitative services and program evaluation.
* Helps develop and revise policies and procedures pertaining to the prevention, detection and treatment of TB in suburban Cook County.
* Applies the technical skills necessary to complete work in a timely and efficient manner. These skills include, but are not limited to, communication, clinical, word processing, spreadsheets, data base, presentation and statistical software.
* Remains current with issues in public health informatics.
Quality Improvement Activities
* Helps design, implement and update protocols for a meaningful and effective quality assurance instruments for the TB program.
* Promotes high standards of healthcare services that are produced and delivered in a cost-productive manner.
* Remains current in clinical and technical developments and in the prevention, treatment, and control of tuberculosis through ongoing participation in appropriate continuing medical education activities.
* Assists in the supervision, training and professional development of CCDPH staff.

MINIMUM QUALIFICATIONS
Doctor of Medicine (M.D.) or Doctor of Osteopathy Medicine (D.O.) from an accredited college or university
Successful completion of an accredited medical residency program in Internal Medicine
Licensed as a Physician in the State of Illinois or the ability to obtain prior to starting employment
Board certification in Internal Medicine
Board subspecialty certification in Pulmonary or Infectious Disease OR Five (5) years of clinical experience providing care to patients with tuberculosis
Illinois Controlled Substance license and Drug Enforcement Agency (DEA) license or the ability to obtain prior to starting employment
Must be trained and certified in NIMS FEMA IS-100, 200, 700 and 800 management within twelve (12) months of employment
Position requires moderate travel for which the employee must have a valid driver's license in good standing and access to an insured vehicle
Must be available for "on-call" duty as required
Preferred Qualifications
Master's degree in Public Health from an accredited college or university
Bilingual
Media training and experience
Proficiency in the use of Microsoft Office products
Experience in public health surveillance, epidemiology, outbreak investigation, and outbreak response
Experience in data analysis, including the use of standard statistical software (Epi Info, Access, Excel)
Evidence of leadership abilities in the public health field, as demonstrated by prior accomplishments and/or publications.
Research and grant writing experience desirable.
Knowledge, Skills, Abilities and Other Characteristics
Knowledge and expertise in diagnosing and treating all forms of tuberculosis including knowledge of up-to-date approaches to the care and treatment of multi-drug resistant tuberculosis and extensively drug-resistant tuberculosis
Knowledge of modem principles, practices and techniques of pulmonary and critical care medicine, equipment, instruments and materials used in procedures relating to the specialty; principles, practices and techniques of general medicine.
Knowledge of the field of assignment and physical ability sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above job description.
Knowledge of local and Illinois State public health laws and regulations; Cook County Department of Public Health regulations about prevention and control of tuberculosis.
Ability to diagnose medical or surgical problems and to prescribe treatment for conditions arising within their subspecialty; establish and maintain effective working relationships with lay and professional employees and colleagues; express oneself clearly and concisely, orally and in writing; participate in the activities and educational programs appropriate to the specialty.
Skill in the use of specialized laboratory equipment where appropriate.
